alguien me puede decir.. este programa que hace? pues me lo baje y no ace nada, me salta error, supuestamente lo que aria es cortar internet en la computadora

Estuve investigando y, en efecto, se usa para bloquear internet.
Leyendo un poco más he encontrado que falla en windows 7 si no lo ejecutas en modo administrador, que error te está dando??
