Instalar TCm en Windows 2003

Hola,
Estoy intentando instalar TCM 4.2.1 en Windows 2003 Server ,pero cuando intento instalar Java 1.3 para Tivoli me dice lo siguiente:
FRWIJ0013E The following products or patches need to be installed before you can continue with this portion of the installation: “TMF_3.7”
Os dejo el log:
