Ayuda con la libreria JpGraph

Hola a tod@s.
Vereís estoy haciendo unas gráficas para una web y estoy usando la libreria JpGraph y en fin que al conectar con la base de datos me sale un error que esta en "en.ini en la carpeta lang y creo que encontre el error en ese archivo pero no se que hacer con él. En fin el error que me da al ejecutar la pag es el siguiente:
Chosen locale file ("lang/en.inc.php") for error messages does not exist or is not readable for the PHP process. Please make sure that the file exists and that the file permissions are such that the PHP process is allowed to read this file.
y el error que he encotntrado en el archivo en.ini es el siguiente
25114 => array('PHP has not enough permissions to write to the cache file "%s". Please make sure that the user running PHP has write permission for this file if you wan to use the cache system with JpGraph.',1),
