Delphi no me crea el archivo

Hola buenas tardes, estoy haciendo un ejercicio de crear un archivo de registro y delphi no me crea el archivo, nose si hay un problema en mi codigo o que esta mal:
Si alguien me podria ayudar se lo agradeceria
