Oracle - error ora-12203 'no extrae el texto'

TENGO PROBLEMAS A LA HORA DE LOGARME CON EL QUERY PARA ACCEDER A META4 RESPONDIENDOME QUE NO EXTRAE LA CADENA DE TEXTO .

EL ERROR QUE OBSERVO PARA ESE NÚMERO ES QUE NO RESUELVE EL NOMBRE DEL SERVICIO PERO EN MI CASO SIN EMBARGO CONSIGO CONECTARME CON EL SQL Y REVISANDO LAS INSTANCIAS UNA Y OTRA VEZ ESTÁS BIEN.

ROGARÍA ALGÚN TIPO DE ORIENTACIÓN ADICIONAL.

Te paso el error, solo que esta en ingles:

ORA-12203TNS:Unable to connect to destination

Cause:Invalid TNS address supplied or destination is not listening. This error can also occur because of underlying network transport problems.

Action:Verify that the service name you entered on the command line was correct. Ensure that the listener is running at the remote node and that the ADDRESS parameters specified in TNSNAMES.ORA are correct. Finally, check that all Interchanges needed to make the connection are up and running.

Como puedes ver son varios los puntos que habría que observar para ver en que podrías estar fallando. Posiblemente no tengas bien direccionado y/o configurado tu conección con Meta4 (Realmente desconosco como funciona META4, por lo que no te podría decir que puntos observar para ver si tienes bien configurada tu conexion). Ya que con SQL si estas conectando y no te da ningun problema, pues si fuera por señal de red al momento de que sucediera un bajón te desconectarías de la BD y te sacaría. El TNSNAMES.ORA supongo que también estan correctos si no no podrías conectar con SQL. Espero te sirva de algo.
