Modelos de minería de datos aplicados en el monitoreo
de radio y televisión del Instituto Nacional Electoral

Resumen.
El Instituto Nacional Electoral es la única vía y autoridad para difundir mensajes
electorales en la radio y la televisión a través de los tiempos oficiales del Estado, también
tiene la obligación de verificar y garantizar el cumplimiento de las pautas de transmisión y
de las normas aplicables a la propaganda electoral que se difunde por estos medios.
Para realizar la verificación de propaganda electoral el INE instaló una infraestructura de
150 Centros de Verificación y Monitoreo (CEVEM) y un Centro Nacional de Control y
Monitoreo (CENACOM). Los CEVEM están distribuidos estratégicamente en las Juntas
del INE para captar el mayor número de señales en todo el país.
A través de los CEVEM se reciben, digitalizan y almacenan las señales y transmisiones
de radio y televisión, posteriormente se realiza la detección de los promocionales
transmitidos y se comparan con los promocionales esperados que están previamente
cargados en el sistema. A partir de esas detecciones es posible generar reportes por
emisora, por partido o autoridad, por periodo, por material.
Con el sistema de verificación y monitoreo se puede sistematizar la información, integrar
reportes para un periodo de tiempo, comparar la pauta notificada a las emisoras con lo
efectivamente transmitido y realizar tablas y gráficas. A través de este tipo de reportes el
INE verifica día a día el apego a las pautas de transmisión y la difusión oportuna de los
mensajes de los partidos políticos y las autoridades electorales.
Por medio de la tecnología de minería de datos es posible analizar la información con una
perspectiva diferente, es decir, no solo enfocado a reportes diarios o en un periodo de
tiempo especifico, más bien orientado a la generación de conocimiento basado en el
volumen de información histórica que se tiene. Una de las funciones principales de la
minería de datos es el descubrimiento de patrones de comportamiento que describan
tendencias ocultas a simple vista.
Por lo tanto, tomando la tecnología de minería de datos es posible extraer conocimiento
oculto dentro del gran volumen de información que se ha almacenado día a día en cada
uno de los CEVEM del Instituto Nacional Electoral.

En el presente trabajo se utiliza minería de datos para describir el comportamiento y
tendencias que han tenido las emisoras de radio y televisión en la transmisión de
propaganda electoral.

Abstract.
The Instituto Nacional Electoral is the only route and authority to spread electoral
messages in the radio and the television across the official time of the State, also it has the
obligation to check and guarantee the fulfillment of the guidelines of transmission and of
the procedure applicable to the electoral diffusion that spreads for these conduits.
To realize the check of electoral diffusion, INE installed an infrastructure of 150 Centers of
Check and Monitoring (CEVEM) and a National Center of Control and Monitoring
(CENACOM). The CEVEM are distributed strategically in the meetings of the INE to catch
the major number of signals in the whole country.
Across the CEVEM are received, digitize and store the signals and transmissions of radio
and television, later there is realized the detection of the transmitted promotionals and they
are compared by the waited promotionals that were before loaded in the system. From
these detections it is possible to generate reports for radio or tv station, for political party or
authority, for period, for material.
With the system of check and monitoring it is possible to systematize the information, to
integrate reports for a period of time, to compare the guideline notified to the stations of
radio and television with really transmitted and to realize tables and graphs. Across this
type of reports the INE checks day after day the attachment to the guidelines of
transmission and the opportune diffusion of the messages of the political parties and the
electoral authorities.
By means of the technology of data mining it is possible to analyze the information with a
different perspective, that is to say, not only focused on daily reports or in an established
period of time, rather orientated to the generation of knowledge based on the volume of
historical stored information. One of the principal functions of data mining is the discovery
of patterns that describe hidden trends to simple sight.
Therefore, taking the technology of data mining it is possible to extract hidden knowledge
inside the large volume of information that has been stored day with day in each of the
CEVEM of the Instituto Nacional Electoral.
This investigation use data mining to describe the behavior and trends that the radio and
television stations have had in the transmission of electoral diffusion.
